Summary

This position is in the Science Division (TG000), Office of International and Interagency Relations, responsible for drafting and negotiating agreements, and for the planning, preparation, operation and coordination of actions, communications, and reports concerning the international activities of the Science Mission Directorate. The position coordinates relationships with nations assigned and provides staff assistance on international organizational and policy issues as assigned.

Duties

Help

Coordinates relationships with nations and provides staff assistance on international organization policy issues.

Acts as primary liaison with critical persons and groups both inside and outside of the Agency. Plans, formulates, initiates and executes complex and often sensitive discussions with other U.S. Government agencies and organizations, such as the State Department, the Office of Science and Technology Policy, the National Security Council, and other key agencies, on a range of policy issues affecting NASA's international and interagency activities.

Drafts, coordinates and negotiates international cooperative and reimbursable agreements and takes principal responsibility for the planning, preparation, operation and coordination of actions, communications, and reports leading to the execution of cooperative and reimbursable activities with assigned countries or international organizations.

Researches and /or analyzes unstable or complex program issues. Provides expert analysis and advice on complex program issues. Reconciles conflicts between basic policies and program goals. Identifies key policy issues and evaluates alternatives. Coordinates, analyzes, reviews, and recommends Agency policies for international cooperative activities and reimbursable space activities, ensuring consistency with U.S. foreign policy. Advises and assists other international program specialists on policies, mechanics of international agreements, and tactics of negotiation.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

GS-9: Specialized experience to qualify at the GS-9 grade level for this position includes:

1) Planning, preparing, and coordinating of actions, communications and reports concerning international activities.

2) Providing analysis and advice on international programs.

OR

Applicants may substitute the following education for the specialized experience requirements for the GS-9: Two full years of progressively higher level graduate education or master's or equivalent graduate degree. Applicants may qualify based on a combination of the experience and education requirements described above.

GS-11: Specialized experience to qualify at the GS-11 grade level for this position includes:

1) Coordinating relationships with nations assigned and providing staff assistance on international policy issues.

2) Planning, formulating, initiating and executing complex and often sensitive discussions with other U.S. Government and international agencies and organizations.

OR

Applicants may substitute the following education for the specialized experience requirements for the GS-11: A Ph.D. or equivalent doctoral degree in a related field, or 3 full years of progressively higher level graduate education leading to such a degree. Applicants may qualify based on a combination of the experience and education requirements described above.

GS-12: Specialized experience to qualify at the GS-12 grade level for this position includes:

1) Drafting international agreements, policy formulation and international negotiations.

2) Establishing policies and procedures to assist in the development and maintenance of relationships with various stakeholders in government, private industry, and universities.
